Efficiency for Affordable Housing Program

The Efficiency for Affordable Housing (EAH) Program can help reduce energy use and save money, while enhancing tenant comfort and increasing property value within the Delmarva Power service territory in Maryland. This program provides residents or landlords of multifamily properties with free or low-cost energy efficiency improvements, which may include heating and cooling systems, lighting and appliances, and water heating equipment.

Get Energy-Saving Products

After completing an assessment of the property, free energy-saving products will be installed with the owner or tenant’s permission. These products will depend on the needs of each individual unit, and may include the following:

  • ENERGY STAR® certified smart thermostats
  • Light emitting diode (LED) bulbs

The following products also may be included for free if they result in bill savings to the residents. If the products result in bill savings to property owners, they may be included at 80 percent of the cost.

  • High efficiency HVAC systems
  • High efficiency water heaters
  • ENERGY STAR certified Refrigerators
  • ENERGY STAR certified connected Room ACs

Eligible Properties

Offer valid for Delmarva Power Maryland residential customers only. Properties may be eligible for the EAH Program if they are identified to have existing income or rent restrictions or serve tenants with low to moderate incomes. In addition, properties that participate in a housing subsidy program with an existing income verification process will be eligible if the property owner can demonstrate that at least 50% of units are occupied by low income residents. Property owners also must agree to not increase rent for reasons related to these capital improvements for three years to ensure tenants benefit financially from the energy efficient upgrades.

Properties that receive upgrades from the EAH Program are still eligible to receive additional upgrades provided by the Quick Home Energy Check-up (QHEC) Program, the Multifamily Energy Efficiency Improvement Program, and the Multifamily Energy Efficiency and Housing Affordability (MEEHA) Program.
