How HALO Saves Energy to Better Serve the Community

Since 2007, Hope and Life Outreach (HALO) has ministered to the homeless community in Salisbury, providing shelter, meals, and support services. Operating 24/7 with 86 beds and three meals a day requires significant energy for lighting, refrigeration, and HVAC—making efficiency upgrades essential to control costs and maximize resources.

The Opportunity

With limited budgets, HALO continually seeks ways to reduce energy expenses. That’s why the organization has participated in Delmarva Power’s energy efficiency programs for nearly a decade, starting with its first project in 2013.

The Upgrades

HALO began by converting 314 light fixtures to energy-efficient LEDs. Over time, the organization completed nine additional projects, replacing its water heater, five refrigerators, and seven freezers—all with minimal disruption to services.

The Results

The upgrades delivered major benefits: lower electric bills, improved lighting appearance, reliable hot water, and peace of mind. Every dollar saved goes back into serving HALO’s guests. HALO plans to continue participating in future energy efficiency projects to build on these savings.

The EmPOWER Maryland charge funds programs that can help you reduce your energy consumption and greenhouse gas emissions and save you money. Since the inception of the EmPOWER Maryland program in 2008, the programs have saved $14.5 billion on installed measures at a cost of $4.1 billion. In addition to new program costs, this charge includes paying off the uncollected costs that were accrued over time by programs required by the EmPOWER statute and authorized by the Commission. In accordance with House Bill 864 the uncollected amounts will be fully paid by the end of 2032.
